Premature retirement of Central Government Servants – clarification regarding –
The undersigned is directed to refer to the instructions contained in para II(6) (ii) of this Departments O.M.No.25013/14/77-Estt.(A) dated 5.1.78 which inter alia provides that once an employee seeks reversion to the lower post, he will not be eligible for promotion till he attains the age of superannuation. The Staff Side of the National Council (JCM) had represented that such employees should be made eligible for being considered again for promotion to the higher grade after they have rendered some years of service. The matter has been examined carefully and it has been decided that the employees who seek reversion to lower posts in lieu of premature retirement should be made eligible for consideration for promotion after they have put in a period of two years in the lower post. The promotion will not be automatic but such employees could be considered for promotion alongwith others in accordance with the normal rules, by the Departmental Promotion Committee or other selecting authority on the basis of subsequent records in the lower post. Cases of those employees who sought reversion to the lower posts and who have put in two years service in the said post may be reviewed in the light of these instructions.
2. In so far as pensions serving in the I.A. & A.D. are concerned, these instructions are issued in consultation with the Comptroller and Auditor General of India.
